Not everyone has a dynamic IP, although most do. But for those who do, it is also possible to block entire ranges of IP addresses. Sometimes innocent people get caught up in the block, but if it keeps trolls like you out, sobeit.
Of course, there are proxies, but several proxies can be banned, too. I've seen this in action on anonymous forums I've been a member of.
But take pride in the fact that you troll websites and people trying to provide you a service for FREE. That makes you an idiot, and the joke will be on you if you come here one day and find that anonymous posting has been turned off.
