I prefer unpopulated personally...that way I can seed the neighborhood with the familes and sims that I want to see around town...not someone elses idea of what they like.
I like to put in my own families too. I love making characters and I don't really enjoy building.

If a world is massive, then I'd prefer some population, but most of the time, I like putting my families in.
