Any hair can be converted to sims3pack, assuming you're running Windows. Delphy has a program for it over at MTS. Unfortunately, if you're a mac user, you'll need access to boot camp or a kind friend.

No. There are two different programs. One is package to sims3pack, one is sims3pack to package. I believe it's considered experimental still, but it definitely works on hair, because I use it.

That's too bad. (I'm the same author as above.^) I don't use Peggy hair as it tends to be a bit buggy anyway, so I've not tested it with hers. The tool is hit-or-miss for other things, like clothes, so be sure to test it out before deleting anything.
Oddly enough, it looks like it was taken down. I'm assuming Delphy doesn't want to support it anymore. I uploaded it here for interested parties:

Of course, it should be considered unsupported, and remember not to delete any files until after you've tested out the sims3packs. It's handy if your main computer is a mac, though, since the latest patch broke CC hair in package form again.
