Yeah, you'll need WA, it uses WA items, and is technically a lot in France, I just did major redecorating. The base home before I did stuff to it was 15 or 18k, I can't remember which, and it's one of the empty vacation homes. It's also around 57k, so unless it was unfurnished, too expensive for a starter. Sorry. :/
