My guess is no. None of them have yet, so no reason for this one too. And since this one comes with padding that needs to be placed in it, it's even less likely.
I always wondered with all the talent out there on the web why no creator has never made a moving carriage/stroller. I realize theres nothing in TS3 that could be used (I mean movements or whatever they're called) but seems like something in TS2 would have been made
I guarantee that EA will eventually be releasing a family oriented EP, at which point they'll be selling us back all the baby/toddler/child interactions they took out, and the change table, bunny-head-toy, and other baby items they tested at the end of Sims2. I'm sure a stroller will come with that.

Too difficult, probably. Even with the talented animators for TS2, you're talking about an object that would need to be able to move in any direction, for an infinite distance. That's not really possible.
