I swear I've seen a hair just like this with the base game...and in the shop hairs...and CC hairs...on several sites.
It's just...not impressive at all, although I do have to admit that the transparency on the hair is really interesting. Not good on a ponytail, but I could see a lot of hairs with a thick fringe that would look good implementing that.
