This will go over existing stairs and will be usable as long as it is placed over stairs. There's two designable areas. Be sure to read what the creator has to say and which stairs are best for this. You can download this at Mod The Sims.
Awesome! Wonder what people can think of next for stairs... Maybe the ability to recolour stairs completely without the need for an overlay! I sure hope so!
There has already been some custom stairs at MTS but I can see how this is useful if you don't want to have a lot of stairs. A CEP for TS3 would be a godsend.
I don't see how having CEP would make a difference in the number of stairs you'd have to download, unless you just mean in terms of keeping the catalog tidy. But yes, that would be very nice.
This is a GREAT idea. The non-recolorable stairs annoy the hell out of me. If we can't use CAST on the stairs themselves, this will be a very nice option. It's such a simple fix, but I don't think I ever would have thought of it. XD
Technically they're not stairs. They're deco items used to make stairs look better. If you placed them without stairs they wouldn't work; the game might not even allow them there, for all I know. The deco section makes more sense.
